Not even rocket launches are done with everything figured out ahead of time. This is a really bad assumption.
If you’re starting a business and trying to decide what to do next, part of what you need to weigh into your decision is the fact that you have no idea and you won’t.
One of the defining features of being of human is that you don’t have complete knowledge and if you make your action dependent on knowing whether something is the right decision or not then you won’t be able to act.
Try to learn what you can. But know that most of your learning will come from the action itself.
